As planning work continues for the Kurnell Energy and Industry Precinct and Mod-7 projects, Ampol will continue providing clear, factual updates to support community understanding.

Prioritising human health and safety 

Ampol takes the safety of its workers and the local community seriously and has well developed safety, emergency and evacuation plans, processes in place at the Kurnell terminal.  

Ampol’s procedures and emergency plans comply with the local emergency management plan managed by the Sutherland Shire Local Emergency Management Committee (LEMC). 

The Kurnell Energy and Industry Precinct development application will take into account emergency, evacuation, safety procedures and mitigation measures as part of hazard and risk assessments. 

A possible Battery Energy Storage System (BESS) up to 100 MW as part of the Kurnell Energy and Industry Precinct

Ampol is exploring an up to 100 MW BESS to primarily support the energy needs of future users of the Kurnell Energy and Industry Precinct. 

A Preliminary Hazard Assessment will be included in the SSD Environmental Impact Statement (EIS) to assess cumulative and site-specific risks, and to identify measures to mitigate those risks where possible. 

Capping of land at Ampol’s Kurnell site  

Capping, on-site treatment, and off-site disposal are all regulator-accepted remediation methods to address land contamination. Each of these methods are included in Ampol’s development application submissions and Ampol’s remediation strategy has been independently assessed by an EPA-accredited site auditor.  

Capping of asbestos-impacted soil is the safest and most practical approach. Complete removal of asbestos is not possible as small fibres can remain mixed throughout the soil, and large excavation can create additional risk. By placing a liner and clean layer of material over the affected soil, capping safely addresses any remaining asbestos. 

This method is widely used for all types of land use including industrial and residential land. It is consistent with the National Environment Protection Measure (NEPM) which encourages avoiding unnecessary waste and limiting off-site disposal. Capping provides a long-term solution by managing the asbestos in place, reducing waste, and protecting both the community and the environment. 

Managing flood risks at Ampol’s Kurnell site 

Ampol has invested over $25 million in flood mitigation measures at Kurnell since 2023. These measures have performed effectively during recent extreme weather events.

Consultation with the community 

Ampol is committed to providing the Kurnell community with ongoing information as it continues to evaluate the best use of the surplus land at its Kurnell site.
