The Kurnell Refinery Conversion Project: Mod-7

In 2014, Ampol received planning approval to convert the Kurnell refinery into a fuel import terminal.  

The Kurnell Refinery Conversion Project remains ongoing and Ampol has lodged a seventh modification to this project (Mod-7). 

 

Mod-7 Application Overview 

Ampol is seeking approval to consolidate operational infrastructure, remove redundant assets, and undertake remediation across parts of the Kurnell site. 

 

This work is consistent with the ongoing Kurnell Refinery Conversion Project and will help maintain safe and reliable terminal operations. 

Updates to Ampol’s Mod-7 Application 

 

In response to feedback from the Department of Planning, Housing and Industry (DPHI) and other agencies, Ampol is revising its Mod-7 application scope. The proposed capping and grading works within the land remediation strategy will now be considered under the Kurnell Energy and Industry Precinct SSD application, where they better align with future land use planning.  

 

Although this element has shifted into the SSD application, the overall remediation strategy remains unchanged. It aligns with NSW guidelines and has been independently assessed by an EPA-accredited Site Auditor to meet all relevant safety and environmental standards. 

 

Community Feedback on Mod-7 

Ampol acknowledges the significant public interest in the Mod-7 application and is committed to transparent, ongoing engagement with the community as the project moves forward.
